Abstract: USC is a language of interpretation and calculation of meanings. It is a language of complete explication of meaning, i.e. each combinatorial type of a formula of elements has one and only one meaning. It is a language of universal canonization, i.e. restrictions imposed on its system do not depend on the fragment of the universe which the language signifies. Universal canonization is based on the so called absolute language universals which are defined as regularities necessarily characteristic of any system of elements capable of performing the role of the language.
